I need to be able to support a page that is always zoomed to the width of the control. As the control width changes, the previewed page width will zoom to the new width. Is there a good way of doing this?

Currently not. VPE v4.0 will be able to do so automatically.

The release date is not clear yet. A beta is currently not available. We expect it will take a few months from now.
