PDF417 Error level vs Security level

New to implementing 2d barcode using PDF417 barcodes. I am trying to get our label FedEx approved. FedEx has told me I need to switch the "Security Level" from 3 to 5, but I can't find anything on the web about "security level". But I did find the VPE "PDF417ErrorLevel" property. Does anyone know if the Security level and error level are the same thing?

If you don't find it using Google, I suggest you ask Fedex what they mean with "security level". I think this term is wrong.
