Testing to see if VPE will send an email.

I would like a "silent" test to see if the VPE standard version can use the email functions when my c program opens up.
If it cannot I can disable those related functions.

See the function VpeGetMAPIType().

If it returns a value different from VMAPI_TYPE_NOT_INSTALLED, then e-mails can be created.

If the state is VMAPI_TYPE_NOT_INSTALLED, then the e-mail button in VPE's preview is disabled automatically.
