I have a document that varies in length and is always created as a single page for viewing inside a window.
How would I go about starting the preview at a particular Y coordinate?

There is no direct way to do so. One solution would be to call:
VPE.SendKey(VKEY_SCROLL_DOWN)
this will scroll down the preview always by 1 cm (regardless of the zoom factor). You can call this method repeatedly to scroll as much as required.
