This is planned for the next major release of VPE (v4.0), there is currently no release date for this new version.
Up until then, embedd the VPE preview window into a window of your own application, hide the toolbar of VPE and create your own toolbar. The VPE API provides all necessary function calls, so that your own toolbar will behave like the original one (plus your own extensions).
