From what we know, PDF/A is a subset of PDF 1.4, which is supported by VPE. But a PDF/A document may not be linearized, so it is the responsibility of the programmer (you) not to activate the linearization algorithm of VPE in order to create PDF documents which are PDF/A compliant. Another thing is that images may not be embedded with lossy compression, therefore you should not embedd JPEG images. These are just two points, which require that the user of VPE does things correctly, but we currently do not know the exact specification for PDF/A. We will address this at a later point in time, so at present I can not answer "yes" or "no" regarding VPE's capabilities.
