How can i register VPE 3.6 für all Users under windows XP.

Due to the "OLE Error", you mean the VPE ActiveX. Your question is not a specific VPE question, but a question regarding the deployment of ActiveX controls.
When an ActiveX is registered, it does write its class information to HKEY_ROOT of the registry, which is available for all users. The VPE ActiveX does not write anything else to the registry. So it should work for all users.
If it does not, then this might be a problem of access permissions (e.g. the VpeCtrl.ocx can not be loaded), or something else, which is not directly related to VPE.
